Excise Policy Advocacy

By examining the real-world impacts of excise policy on legal market participation, illicit market growth, compliance, and consumer protection, we aim to support more balanced and effective policy discussions with governments and stakeholders.

Effective excise policy must align compliance, consumer protection, and sustainable regulated markets. Public policy must balance revenue generation with enforcement realities, public health objectives, and legal market competitiveness. Through policy analysis and advocacy, HRC supports practical policy solutions that strengthen regulatory frameworks while reducing unintended consequences that can undermine public policy goals.

OUR RESEARCH

Understanding Excise Impacts

For more than five years, HRC has been engaged in the study and advancement of excise policy and its broader impacts on regulated markets, public policy outcomes, and regulatory effectiveness. Our work is grounded in the understanding that excise taxation extends far beyond revenue generation. The structure of an excise framework can influence consumer behaviour, shape the viability of legal markets, determine enforcement outcomes, and determine whether broader public health and regulatory objectives are ultimately achieved.

Through stakeholder collaboration, internal research, and policy engagement, HRC has worked alongside organizations navigating increasingly complex excise environments and evolving regulatory pressures. This work has provided firsthand insight into the challenges that arise when tax policy becomes disconnected from market realities, enforcement capacity, and consumer behaviour.

We believe effective excise policy must be adaptive, balanced, and informed by measurable outcomes rather than theoretical objectives alone.

The insights gained through our research and stakeholder engagement have reinforced a simple principle: excise policy works best when it supports compliance, encourages participation in regulated markets, and minimizes incentives for illicit activity. Effective frameworks must balance revenue objectives with enforcement realities, consumer behaviour, and market competitiveness. These principles guide HRC's advocacy efforts and our approach to excise policy reform.

OUR GOALS

Our Commitment to Practical and Evidence-Based Excise Policy

We are advocating for excise frameworks that improve regulatory effectiveness, reduce illicit market incentives, and promote long-term policy sustainability. Our advocacy efforts align with the need to:

1.

Support evidence-based excise frameworks that reflect market realities and consumer behaviour.

2.

Reduce unintended incentives for illicit and unregulated market activity.

3.

Support stronger domestic legal markets through the recapture of illicit sales and improved competitiveness against low-cost illicit and foreign producers.

4.

Promote excise modernization that aligns with public health, consumer protection, and enforcement objectives.
