For more than five years, HRC has been engaged in the study and advancement of excise policy and its broader impacts on regulated markets, public policy outcomes, and regulatory effectiveness. Our work is grounded in the understanding that excise taxation extends far beyond revenue generation. The structure of an excise framework can influence consumer behaviour, shape the viability of legal markets, determine enforcement outcomes, and determine whether broader public health and regulatory objectives are ultimately achieved.
Through stakeholder collaboration, internal research, and policy engagement, HRC has worked alongside organizations navigating increasingly complex excise environments and evolving regulatory pressures. This work has provided firsthand insight into the challenges that arise when tax policy becomes disconnected from market realities, enforcement capacity, and consumer behaviour.
We believe effective excise policy must be adaptive, balanced, and informed by measurable outcomes rather than theoretical objectives alone.
